The report has the following synopsis, 'the ESI in England and Wales consists of the Central Electricity Generating Board, 12 Area Boards and the Electricity Council. The capital structure established by the Nationalisation Acts for all these bodies is a wholy debt-financed one. The Area Boards are reaching the position in which they have repaid all their outstanding debt, so that their net assets are financed entirely by reserves. This is raising questions about their financial and pricing policies which may need a capital reconstruction to resolve'.
The report includes an ESI capital expenditure chart 1948-1984 and an appendix which sets out relevant extracts from legislation and government white papers.

Admin. history/Biography
Ray W Orson, CBE, held a position on the Electricity Council as its Commercial Officer, and was its expert on tariffs until he retired early in 1989. Afterwards he became Professor Ray Orson, Visiting Professor, University of Surrey.
