Refers to the drafting of a wages policy for the electricity supply industry, which would be agreed to by the trade unions. This appears to have been an effort to replace the system of negotiation following a wage claim. Adoption of the policy was delayed due to news of a further wage claim and problems with meeting trade union officials.
