Scope and Content
Papers relating to Melling's time as as an Electricity Board representative on the National Joint Industrial Council for the Electricity Supply Industry, during the 1961 pay pause. A pause on wage increases in the pubic sector had been imposed due to the economic situation. In the face of threatened strikes, the industry and the trade unions negotiated a wage settlement which incurred opposition from the Government as it contravened the pay pause. Melling was one of the chief negotiators at the time.
