2 volumes (numbered 156 of 250 copies) which are a report on Japanese ionospheric research in the years from circa 1934 to 1945. They were prepared by the US Army as part of the post WWII debriefing. Les Barclay was of the belief that the report may have been largely due to Richard Kirby, who later became the Director of the ITU International Radio Consultative Committee (CCIR).
This copy of the report was sent to K W Tremellen of the Marconi Company by Dana Bailey (May have been Kirby's superior at the time). Dana Bailey later became Chairman of the CCIR Study Group 6 on ionospheric propagation. The reports contain pencil comments by Tremellen.
Tremellen was a key part of the Interservices Ionospheric Bureau (ISIB) at the Marconi Research Laboratories at Great Baddow, Essex, where an international team (probably including Bailey or Kirby for part of the war years) provided the first propagation prediction and forecasting service, including daily forecasts of propagation conditions over Europe.

Admin. history/Biography
Les Barclay was apprenticed to E K Cole Ltd from 1950 to 1956. In 1957/58 he joined the Royal Society Antarctic Expedition studying the ionosphere. From 1960 to 1977 Les worked for Marconi Research where he was Head of the Ionospheric Propagation Section. From 1977 to 1994 he was Deputy Director of the Radio Communication Agency and was awarded an OBE for his work here.
In addition to the above Les was involved with the following international work:
1974. CCIR (International Radio Consultative Committee) of the ITU (International Telecommunications Union)
1978. Chairman of Study Group 6 (ionospheric propagation). Then continued as Chairman of Study Group 3, known as ITU- R3 up to 1977 (radio wave propagation).
