Correspondence between Melling and W A Lewis, Department of Economics, Manchester University. Concerns Melling's 1943 paper on tariffs and a dispute over comments on tariffs made by Melling. Professor Lewis argued that, on economic grounds, consumers should be charged according to what their decisions cost the undertaking and that the current system did not provide enough incentives for off-peak loads. With a copy of Melling's 1943 paper and a letter asking for his correspondence with Professor Lewis to be forwarded.
