- Scope and ContentWritten from St Thomas. Clerks that have arrived will be distributed to their stations as the cable is layed. Those due to arrive shortly will have to wait at St Thomas until cable is laid through the Windward Islands. Bonaventure has arrived, waiting with Melicete until the Dacia and the Suffolk have finished laying the Cuban line. Has had confirmation of the terms for the subsidy from the Haytian [sic] Government for stopping at Jacmael and connecting to Port au Prince by land line. Feels that it is essential to include Haiti in the cable scheme as it is the next largest island after Cuba and they will get their own cable to the US if they are not included, which would be competition for the company's cable. Asks the Board to discuss the tariff as quoting a rate for 20 words is not helpful when the American companies quote for 10 word messages. If he doesn't hear in time before opening for business he will fix temporary rates which can be changed later. Has fixed the landing place on St Thomas. Going next to Porto Rico on the way back to Kingston.
