A.l.s. to A Brasher of the India Office, from W H Preece. Refers to information sent to Preece on the examination results of his former students. Also refers to two students who had failed the course and who asked to be able to repeat. Preece recommends that one of the students, Mr Buller, be allowed to resit, as "I am afraid that in expelling Mr Buller the India Office [will] lose a very promising officer." The other student, Mr MacGregor, Preece does not regard as adequately qualified.
